A booking sold WITHOUT the return service had no way to send its empties
back: the containers were the customer's problem and nothing in the
system priced, billed or planned the movement.
Adds the request flow end to end. The customer opens the booking, says
how many containers are coming back and types each number; the request
lands in a new backoffice queue (Empty Return Requests). Approval prices
it off the same live WITH_RETURN route rate the rule engine bills when
the service IS bought up front — per container, converted to birr, and
overridable by the reviewer — and issues the invoice there and then.
Payment settles through the normal invoice path, whose
`empty_return_request.invoice.paid` event moves the request to PAID; the
customer then books the return date and the truck.
Scheduled requests surface on Container Returns as Planned Empty
Returns, where confirming the arrival records the containers through the
existing empty-container-return flow — which in turn closes the request
once its last container is in.
Container freight only, never a booking that already ships WITH_RETURN,
and only from IN_TRANSIT onward: the empty comes back after delivery, so
the option has to outlive ARRIVED.

Container Returns only ever offered the last-mile path: a booking reached
the list once it had a truck assigned and warehouse inventory flagged as
returning. Bookings that ship WITH equipment return had no way in, so the
empties they owe were invisible until that path happened to fire.
Adds GET /import-operations/empty-return-bookings — the containers a
booking flagged is_return, carrying whichever of them already has an
empty return recorded, grouped one row per booking and dropped from the
list once nothing is pending. Covers both spellings of the booking's
equipment_return (WITH_RETURN and the older RETURN) and skips bookings
that never ship.
Backoffice grows a "Bookings With Empty Container Return" card above the
existing sections: pick the booking, tick the containers coming back,
say where they landed, and each tick becomes an empty container return
on that booking — which is what the Returned Containers table then
advances. The existing last-mile, standalone and bulk flows are
untouched.

Surfaces the physical stack/slot model in the staff app.
- ZoneLayoutModal: stacks drawn level by level with occupancy colours,
configured-vs-built-vs-occupied counts, and stack create/delete plus
block/reserve/free on empty levels
- SlotPicker in the store and move modals, offering only the next
fillable level of each stack so the form cannot suggest a position
the API will refuse
- move modal warns when a container is buried, lists the blockers, and
disables the action instead of firing a 409
- fix: move() now asserts accessibility server-side, matching release —
both are exits from a stack
Soft-delete route guarded by warehouses:delete, refused with 409 while
yards remain — zones and inventory hang off a yard, so cascading would
orphan stock. Backoffice list gets a delete action in both views,
omitted when the user lacks the permission.
Backend now generates a separate marshalling document per corridor stop
where the consist actually coupled/uncoupled/switched something
(marshallingStops/marshallingDocumentAt), instead of one 'current
position' doc. Wires that into the backoffice:
- TrainScheduleV2DetailPage: the single Intercity Marshalling menu item
becomes one item per stop with a logged change, falling back to the
old single item when nothing has happened yet.
- TrainScheduleTrackPage: same fallback/menu treatment on its own
marshalling button.

Empties already sitting in an EDR yard but never entered in the system had
to be typed one at a time. Adds a bulk path: parse the sheet in the browser
(all-or-nothing, row-numbered errors), preview it, then POST one batch.
The server rejects the batch if any container already has a non-COMPLETED
return, so re-uploading the same sheet cannot duplicate boxes. No interchange
notification fires — these are historical rows, not a live handover.
Company is an Autocomplete over registered customers that also accepts a
typed name, since a backfilled box may belong to a company that is not a
customer yet. Exact name match sets customer_id; the name always lands in the
new empty_container_returns.company_name.
Also fixes the single Record Return modal, which collected Yard and Zone and
then dropped them before the API call, and did not invalidate the returns
list after a standalone return.
- Added a reason field to train history entries for detach/maintenance actions.
- Updated TrainHistoryPanel to display the reason for wagon detachments.

The detail page showed the company's business contact details but not the
credentials anyone actually signs in with, and the two drift apart
routinely — so "the customer says they can't log in" was unanswerable
from this screen.
Adds `GET /backoffice/customers/:companyId/accounts`, joining each
external profile to its IAM account, primary contact first. Deliberately
not filtered to active accounts: a suspended or never-activated login is
exactly the case being looked into. The user query selects columns
explicitly — the entity's relations include credentials and sessions, and
this response reaches a browser.
Rendered as cards rather than a table: it is a handful of rows of
mostly-optional fields, which a table renders as a field of dashes.
"Password never set" is called out on its own, being the usual answer to
"they never got in", and a profile whose IAM user is gone reads as a red
fault rather than an inactive status.

BuyerDetails Country/Region/City/Wereda now resolve from the Ministry's own
EIMS_COUNTRY_REGION_VW master instead of the EIMS_BUYER_*_CODES env maps and
the ethiopia-geo-codes table. Both invented their codes and looked names up
globally, so KERSA/GORO/BABILE/BURE — each present in several zones with
different LOCALITY_NOs — could be filed against the wrong jurisdiction.
Resolution is hierarchical and refuses to guess: an unknown or ambiguous
address raises a local validation error naming the level that failed, and
never selects the first matching row. Spelling differences between EDR and
MoR live in a reviewed, parent-scoped alias layer; the dataset itself stays
verbatim so it remains traceable to the Ministry sheet.
Resolution now runs before the counter reservation in both the single and
bulk paths, so a bad company address no longer burns an EIMS sequence number.
Adds eims:import-locations to regenerate the dataset from a future workbook,
reporting duplicate rows and same-hierarchy code conflicts.
role-dashboards.config.ts's ROLE_LAYOUTS was a hand-typed table of ~40
raw role/position keys (including edr_freight_app/xxx ad-hoc
sub-positions), matched against the user's held keys client-side.
Replaced with resolveOverviewLayout(), which just picks the
highest-priority key out of whatever GET /overview/layouts returns —
the same 'server filters by permission, frontend renders what comes
back' shape Reports already uses, so the frontend no longer needs to
know any individual permission key.
Hard cutover: no fallback to the old key table. Positions not covered
by the previous commit's grants (the ad-hoc department sub-positions)
will render the executive layout until granted a layout permission.
A Stripe-style export dialog over the /exports catalog: searchable field
picker grouped by related entity, format choice, row scope, saved presets,
and a live row count.
The picker is what makes 77 fields usable. Groups auto-expand only when they
already hold a selection, so the dialog opens showing the default columns and
their groups rather than a wall of checkboxes; searching force-expands so a
match can't hide inside a collapsed group. Group headers carry a tri-state
checkbox and an n/total badge.
The row count comes from /exports/:key/count with the page's own filters, so
the button reads 'Export 223 rows' before anything is downloaded, and turns
into a cap warning with a one-click 'export the first N' escape when the
result is too large for the chosen format.
ExportButton takes plain params rather than a UseFilters instance —
four of the pages that need this haven't migrated to FilterBar yet, and
coupling to the hook would have blocked them. Pagination keys are stripped in
one place instead of at every call site. It renders nothing when the catalog
omits the dataset, so the catalog's permission filtering IS the UI gate.
Presets reuse useSavedViews unchanged by encoding the preset as a query
string; a preset naming a field the catalog no longer offers is dropped on
load rather than 400ing the download. Download errors go through
extractDownloadErrorMessage, without which the server's row-cap message
degrades to 'Request failed with status code 400'.

Empties had no way onto a departure: the return record could name a train
but nothing seated it on a wagon. Export schedules now expose a loading
action that packs selected returns onto free wagons at one 40ft or two 20ft
each, enforced both in the picker and in the API (existing empties on the
schedule count against their wagon).
Adds container_size, train_schedule_id and wagon_sequence_no to
freight.empty_container_returns.
Drop reportConfigs.ts (per-report FE config duplicating the backend) and
the chart-drawing ReportPage. Replace with ReportView: one engine that
renders any report the GET /reports catalog describes — filters, KPI
strip, sortable/paginated DataTable, xlsx/pdf export via blob download.
ReportSection embeds a report inline on any page, scoped by idKey, and
renders nothing if the caller lacks that report's permission.
Sidebar Reports submenu is now built from the live catalog
(sidebar-sections.tsx + App.tsx) instead of a hand-listed key — no FE
edit needed to add or hide a report.

Export cargo reaches a train two ways, but the platform only modelled
one. Direct truck-to-train cargo loads straight onto the wagon, never
enters a warehouse and so never has a GRN — yet assertExportReceivedWithGrn
required one before the carriage acceptance sheet could be issued or the
booking loaded from inside its schedule.
Adds export_handover_mode to freight.bookings (null = WAREHOUSE, so
existing bookings are unaffected) and teaches the shared gate to skip
DIRECT_TO_TRAIN. Both call sites are fixed by that single early return.
For direct bookings the carriage acceptance sheet builds its lines from
the booking's own containers, falling back to the declared bulk tonnage,
and is issuable as soon as the mode is chosen. Direct bookings are also
removed from the warehouse receive queue, since that cargo is never
coming to the shed.
Staff choose the mode from the booking detail page via a new endpoint
reusing bookings:operations. Switching to direct is refused once
warehouse inventory exists, so the two flows cannot cross.
Warehouse-then-train keeps every gate it had.
Two gaps that only bite in production: nobody could see an invoice's filing
state, and a blocked chain was visible only in the logs.
A failed filing now notifies the staff who can act on it. An ambiguous result
is HIGH priority because it blocks every further invoice for the system number
until someone resolves it, and nothing else would surface that -- the sweep
just goes quiet. A deterministic rejection affects one invoice, so it is
normal priority. The alert never throws: it must not mask the filing outcome.
The backoffice invoice detail page gains an EIMS card showing status, IRN,
counter, submitted and acknowledged timestamps, and the gateway's own error
message, with actions gated on invoices:eims_register. FAILED offers "File
again" -- the reservation model already allows re-registering a rejected
invoice, so retry needed no new endpoint. UNKNOWN offers no re-file button at
all, since resubmitting risks a duplicate registration, and instead explains
that a supervisor must record the IRN or discard the attempt.
Also aligns the migration class name with its renamed file. The DDL is
idempotent, so re-applying under the new name is a no-op against the columns;
it leaves one superseded row in freight.migrations.

Approval now snapshots the rate estimate and generates a last-mile
contract instead of invoicing immediately. The customer picks a delivery
date on the confirm form, then reviews and signs the contract in the
portal (saved signature or drawn); the signed PDF is stored as
LM_<CustomerName>.pdf and only then is the advance invoice issued.
Backoffice shows signature status and the contract download.
