Gates the previously open support-agent, procurement, compliance,
facilities, list-users and trade-access controllers, separates customer
from staff routes across bookings, contracts, companies, billing,
warehouses, files and train scheduling, and moves billing, overview,
reports and the settings controllers onto their own keys instead of the
blanket admin key. Drops the demo-permissions module and the untested
notification test route.
container mode: the Add Rate dialog offers the multi-tier editor in both
modes, each tier is created as its own rate row, and overlapping bulk
bands are rejected. Pricing picks the tier whose half-open band holds
the trip km, falling back to the legacy bandless bulk rate.
The rate matrix currency cell hardcoded USD, so a last-mile rate
priced in ETB still displayed as dollars. formatCell now takes the
row and reads its currency code, falling back to USD.
Last-mile currency select gets defaultValue ETB (new generic
FormFieldDef.defaultValue for create-time pre-selection) and lists
ETB (Birr) first; USD stays selectable. Backend already persisted
and validated the chosen currency.

Two active Sebeta yards (LEGACY_DEST/'Sebeta' and SEBETA/'sebeta')
split rates and routes across different yard ids, so route-scoped rate
lookups missed. Migration repoints every yard reference to the survivor,
retires the duplicate, and adds partial unique indexes on active label
and code. Service now rejects case-insensitive duplicate labels on
create/update - the old guard only compared generated codes, which
missed labels whose existing code differs (LEGACY_DEST).

Containers need a reach stacker or gantry, so only Indode, Modjo and Dire Dawa
take them. Bulk needs far less and is handled at all five facilities. Having a
facility was previously enough to load anything, so a container booking through
Sebeta or Adama would have been accepted and then had nothing to lift it.
- yard_facilities gains handles_container / handles_bulk, both defaulting true so
a facility handles everything unless told otherwise; the seeder states the real
capability.
- The intercity gate now refuses cargo a facility cannot lift, saying which type,
not just "no facility". canHandleFreight keeps that rule in the resolver so
callers cannot get it subtly wrong.
- The intercity list resolves each end against the booking's own freight type, so
the view flags a container booking routed through a bulk-only yard while the
train is still coming rather than when the load is refused.
Import/export untouched — the gate is still DOMESTIC-only.
